BOLI Recovers Nearly $200,000 in Unpaid Wages

The funds stemmed from investigations into work performed by Cornerstone Janitorial Services on five different taxpayer-funded projects in Portland, Eugene, Stanton, Junction City and Salem.
More than $120,000 was recovered from a construction project at the University of Oregon. More than $10,000 was recovered from projects at Oregon Community College, and Hospital Replacement projects in Junction City and Salem. More than $4,000 was recovered from a high school renovation in Stanton, and more than $31,000 was recovered from various other projects around the state.
Investigators also found evidence that Cornerstone failed to properly pay overtime wages, file timely, accurate and complete payroll statements, falsified certified payroll statements, failed to maintain proper employment records, and failed to post prevailing wage rates in a conspicuous location at each job site.
The investigation will now move to the BOLI’s prosecution unit, which may seek civil penalties and even debarment for the firm, making it ineligible to work on public projects for three years.
BOLI launched the investigation after receiving a complaint from Hoffman Construction. Labor and Industries Commissioner Brad Avakian praised the firm for contacting the Prevailing Wage Rate Unit. He also urged any other workers or contractor to contact BOLI if they believe that workers are being denied wages to which they are entitled.
