Police Arrest Public Masturbator After Nine Month Investigation

Officers with the Portland Police Bureau on Tuesday arrested a 34-year-old man who police say was publicly masturbating and exposing himself in a Portland park.

Nathan Lee Conner was arrested by Central Precinct officers on February 2 and charge with 13 counts of indecent exposure, public indecency and offensive littering, along with one count of criminal trespass.The arrest was the result of a several month investigation into the news acts in Portland’s Washington Park. 

Beginning in April of 2015, the Central Precinct Neighborhood Response Team began investigating reports of a man, sometimes dressed in women’s clothing, exposing himself and masturbating in Washington park. The suspect, later identified as Conner, would leave “evidence of an offensive nature,” behind in the park, according to police.

Officers did not receive any reports that Conner thereatened or approached anyone during his acts.

Central Precinct officers conducted the investigation with the aide of the Portland Parks and Recreation Security staff and the Park Rangers.

The three agencies published a surveillance image of Conner from a Northwest Portland business. The images were released on the PPB’s CanYouIDMe page, and Conner was later identified as the subject.
